Cross Connections + Backflow


The City of Irving, in cooperation with the Texas Commission on Environmental Quality, has established a cross connection control program to protect your drinking water from harmful contaminants.

Irving's Ordinace #8140 requires that all customers with backflow prevention assemblies have their assemblies tested annually. By having your assemblies tested annually, you are also helping to protect your community's drinking water supply.

Important Update for Backflow Testers

Physical copies of test reports or tester registration applications/renewals are no longer accepted. All test reports must be submitted through the online backflow reporting system, SwiftComply. There are no fees associated with submitting test reports to the City of Irving.


Create a SwiftComply Backflow user account here.

Register as a New Backflow Tester:

  1. Fill out the Tester Registration Form, including name, email, company name, and tester credentials (BPAT license, Test Kit Calibration, Certificates, proof of insurance).
  2. Submit the form and all required documents to backflow@IrvingTX.gov.
  3. Upon registration, an email with SwiftComply login credentials will be provided.

Note: Each tester must have a unique email address, as it is directly tied to the tester’s profile and cannot be shared.


Renew a Tester’s Registration:

  1. Test kit calibration reports and BPAT licenses must be updated in SwiftComply. 
  2. Follow the provided tutorial to update Certificates and test kit calibration.
  3. The $100 annual registration fee may be paid in person or by mail to: The City of Irving, 333 Valley View Lane, Irving, Texas 75061. 
  4. Only cash, check, or money order is accepted.


Tester Responsibilities:

  1. A copy of the backflow test form (not just the invoice) must be provided to the customer for every test performed.
  2. In the event of a failed test, the customer must be notified that the assembly requires repair or replacement and retesting.
  3. All backflow test reports must be submitted online through SwiftComply within 5 days of the test date (City Ordinance Sec. 41-22 h). Physical copies are not required.
  4. Verification of a plumbing permit is necessary for any newly replaced or installed assembly before testing. This can be done through a physical or digital copy of the permit or by contacting the City Plumbing Inspector (972) 721-2371 or the Backflow Specialist (972) 721-2104.
  5. For replacement assemblies, it should be noted on the test report, including the old serial number.
  6. If an assembly appears to be the wrong type for the hazard or if there are any questions, contact the Backflow Specialist 
  7. at (972) 721-2104 or backflow@IrvingTx.gov.
  8. It is the tester’s responsibility to keep licenses, test kit calibration forms, and registration fees updated in their profile. A reminder email may be sent two weeks before the annual registration fee is due.
