At the heart of this mission are the front-line personnel of the Utility Services Division—dedicated professionals who work around the clock to maintain, repair and improve the city’s water infrastructure.

The Critical Role of Utility Services Front-Line Personnel

Maintaining Water Distribution & Wastewater Systems

  1. Inspecting, repairing, and upgrading miles of underground water and sewer lines.
  2. Responding to leaks, main breaks, and blockages to minimize service disruptions.
  3. Flushing hydrants and pipelines to ensure water quality remains high.

Emergency Response & Rapid Repairs

  1. On-call teams respond 24/7 to emergencies such as water main breaks and sewer backups.
  2. Coordinating closely with emergency services to restore water access after storms or infrastructure failures.

Preventing Water Loss & Ensuring Efficiency

  1. Conducting proactive leak detection to prevent water waste and reduce costs.
  2. Implementing smart water technology and modernizing infrastructure for long-term sustainability.

Protecting Public Health & Safety

  1. Ensuring compliance with state and federal water quality regulations.
  2. Safeguarding drinking water from contamination through routine testing and system maintenance.
  3. Managing backflow prevention programs to keep the water supply safe.

Customer Service & Community Support

  1. Assisting residents with water-related concerns, from billing inquiries to pressure issues.
  2. Educating the public on water conservation efforts and responsible usage.
  3. Supporting local businesses with water and sewer service connections.


Utility Services front-line personnel are also responsible for the meter replacement, repair, and accuracy testing. The technicians also shut off water in an emergency situation when requested.
