Residential Guidelines
At the City of Irving, the goal is to ensure that every construction project—whether it’s a new home, an addition or a remodel—meets safety standards, complies with local codes and enhances the quality of life for residents.
Residential Permit Applications
Building permits are required to erect, enlarge, alter, move, demolish or repair a structure in the City of Irving. Use the City of Irving’s online permit portal, MGO to apply for a permit. Refer to the Online Portal Tips page for instructions on how to create an account and use the platform.
What is needed for a permit?
- If the homeowner is planning to do the work themselves, the homeowner must have a homestead exemption filed with the Dallas Central Appraisal District before applying for a residential permit, except roof permits.
- For most permits, a plan showing the proposed changes is required; for more information, see the residential brochure .
- The following do not need any plans:
- Demolitions (without build-backs)
- Electrical
- Mechanical/HVAC
- Plumbing
- Water heater
- Reroofing
Permits are not required for cosmetic work such as painting, carpeting and cabinetry, nor is it required for replacing fixtures or appliances, except water heaters, at existing connections.
