The City of Irving, Texas, has established two distinct land bank programs aimed at addressing affordable housing and redevelopment needs within the community.
The Affordable Housing Land Bank Program
This program focuses on acquiring and holding properties for the development of affordable housing. By doing so, the city aims to increase the availability of affordable housing options for its residents. The program's policy framework was officially approved by the City Council on August 29, 2024.

The Redevelopment Land Bank Program
The Redevelopment Land Bank Program is designed to acquire properties that are underutilized or in disrepair, with the goal of repurposing them for community-beneficial projects. This initiative seeks to revitalize neighborhoods, stimulate economic development, and enhance the overall quality of life in Irving. The policy for this program was also approved by the City Council on August 29, 2024.
Both programs are managed by the city's Real Estate Services division, which is responsible for securing land and property rights for municipal facilities, acquiring rights-of-way and easements, and managing the sale of surplus real property owned by the city.
