Property Owners + Managers

Owners and managers of multifamily complex properties are responsible for ensuring the units and the exterior areas of their properties are in compliance with City of Irving code standards.

The license fee is not required if already paid for the year by previous ownership.

New Ownership

Complete a new Multifamily License Application (PDF) and submit to the Code Enforcement Department within seven days.
Complete a new Swimming Pool Application (PDF), if applicable, and submit to the Code Enforcement Department within seven days.
Apply for a Certificate of Occupancy through the Irving Inspections Department.

Licensing

Multifamily License

A completed, signed Multifamily License Application (PDF) is required each year, along with applicable license fee. Fees are based upon unit count. Hotels and motels are exempt from license fee (Irving Code of Ordinances, Section 8-19).
A valid license is required for all Multifamily Dwelling Communities, Manufactured Home / RV Communities, and Hotels/Motels. These licenses expire annually.
Annual renewals must be completed by the license expiration date:
Dec. 31: Multifamily Dwelling and Manufactured Home/RV Communities
March 31: Hotels and Motels
License fees are due by Dec. 31 each year. A late fee of 10 percent ($25 minimum) is assessed if paid in January. An additional 5 percent ($25 minimum) in late fees are added each subsequent month.

Swimming Pool License

A completed, signed Swimming Pool Application (PDF) must be submitted for each new property.
Fee is $200 per body of water.
Annual renewals must be paid by the license expiration date. Fees double if not paid within 30 days from the expiration date.

Tenant Issues

Communication with Tenants

Property owners and managers should maintain good communication with their residents to avoid Irving Code Enforcement becoming involved in property matters. Prior to Code Enforcement acting on a complaint, tenants are required to have reported the issue to their property owner or management and allowed an opportunity for corrective action to occur.

Irving Code of Ordinances, Section 8-27, requires property ownership and management to provide residents a 24-hour hotline for maintenance emergencies. This line must reach a live person that has the ability and authority to direct a response to the reported concern. This hotline number, as well as Irving Code Enforcement’s number must be posted in common area(s) of the property.

Additionally, it is required that property management provide the names and contact information for ownership of property to tenants when those residents request that information in writing, as required by Irving Code of Ordinances, Section 8-27 (d) (2).

Retaliation Protection for Tenants

Texas Property Code Section 92.331 protects tenants from retaliation for reporting property maintenance concerns to management or contacting code enforcement to request assistance in resolving unaddressed property maintenance issues.
