Minority / Women-Owned Business Enterprise Program
The City of Irving’s Minority/Women-Owned Business Enterprise (M/WBE) Program is all about creating opportunities for small, women-owned, minority, and historically underutilized businesses to thrive in the community. The M/WBE Program helps increase access to city contracts for businesses owned by small, women-owned, minority and historically underutilized businesses.
The city recognizes that a strong, diverse business environment benefits everyone. The M/WBE program is designed to help level the playing field when it comes to doing business with the city.
How Does It Work?
- Vendor Registration – small, women-owned, minority, and historically underutilized businesses are encouraged to register as vendors with the city. This makes it easier for them to be notified about upcoming contract opportunities.
- Outreach & Education – The city hosts workshops and networking events to help M/WBE businesses understand the procurement process and how to compete for city contracts.
- Fair Competition – While all vendors must meet the city’s requirements, the program ensures that M/WBE businesses have a fair shot at winning contracts.

City Policy on M/WBE Participation
Under City Council Resolution No. 1-11-07-021, Irving has set clear goals to ensure M/WBEs have a fair shot at city contracts. Through the Good Faith Effort (GFE) Plan, businesses bidding on city projects are expected to actively seek out and include M/WBEs in their proposals.
Participation Goals
The city has established participation targets based on contract type:
- Construction – 30%
- Architectural & Engineering – 28%
- Professional Services – 33%
- Other Services – 20%
- Goods – 10%
All prospective bidders must document their good faith effort in reaching these participation goals. This means showing that they made a real effort to include minority- and women-owned businesses in their contracts.
