The Heritage District is a place with deep roots and untapped potential. Once the center of early growth in Irving, the district is now positioned for transformation into a vibrant destination for businesses, residents, and visitors. Recent improvements, like the reconstruction of Irving Boulevard, mark the beginning of a larger vision — one that connects people to local shops, dining, culture, and community spaces in a more welcoming and accessible environment. As redevelopment efforts continue, the Heritage District is set to become a thriving part of the city’s future while honoring the character that shaped its past.
Land Banking, Housing, & Development
Established in August 2024, the land bank's purpose is to acquire and repurpose underutilized properties to foster growth in the Heritage District. Our housing initiatives align with community needs, supporting long-term stability.
Community Engagement
Relationships with business owners are being developed to establish a Downtown Business Association that fosters collaboration and mutual support. Plans are also in place for ongoing maintenance and continuous improvements in the downtown area.
Business Enhancements
Grants are available to property owners and tenants for exterior improvements, boosting curb appeal and revitalizing building facades. Efforts will continue to refine and enhance the program to better serve the needs of the community.
Placemaking + Art Initiatives
A sense of place and belonging is being actively promoted through thoughtful design, art, and engaging programming. Ongoing assessments and pilot programs are strengthening downtown's identity and enhancing its appeal to the community.
Infrastructure Improvements
Infrastructure improvements are being managed to enhance roadways and accessibility, with a focus on Irving Boulevard and 2nd Street. Grease trap studies are being implemented to support the growth of restaurants, while other studies, such as lighting and parking, will be addressed in the future.
In December 2024, the Housing and Redevelopment Division conducted a citywide survey titled "What Does Downtown Irving Need?" The Survey Results are now in, shaping the next steps in revitalization efforts. Alongside the survey, a Market Snapshot was also completed, providing key data to help guide future retail and development strategies.
The Heritage District Mural Project was completed in April 2025, transforming over 5,000 square feet of wall space on N O'Connor Rd. into a vibrant, welcoming gateway into the district. This large-scale mural celebrates the area’s history and identity while enhancing the visual appeal and sense of place for both residents and visitors.
