Business Enhancement Grants

Business Enhancement Grants offer financial assistance to non-residential property owners or tenants for improvements that enhance the street-side appearance of existing buildings and sites.

The Corridor Enhancement Incentive Program is a matching, reimbursable grant of up to $150,000 available to commercial property owners or tenants located within Tax Increment Investment Zone 2 (TIRZ 2).

The program supports private investment in improving the street-facing appearance of existing buildings and site features along key city corridors. Its goal is to enhance the visual appeal of the area, attract new business activity, and support job creation.

The Downtown Façade Enhancement Incentive Program is a fully reimbursable grant of up to $25,000 to help retail and commercial property owners or tenants improve the street-facing façades of existing buildings in the downtown area. Eligible properties must front Irving Boulevard or Second Street, from Sowers Road to Strickland Plaza, including all connecting streets.

The program aims to boost private investment, improve downtown appearance, support code compliance, and attract more business activity.

The Downtown Sign Enhancement Incentive Program is a fully reimbursable grant of up to $5,000 to help retail and commercial property owners or tenants replace outdated or deteriorated signs—such as pole, wall, projecting, or monument signs—with signage that meets city regulations. Eligible properties must front Irving Boulevard or Second Street, from Sowers Road to Strickland Plaza, including all connecting streets.

The program aims to improve the appearance of downtown businesses, attract more activity, and promote tourism.

How Do I Apply?

1. Define the Project

Clarify the project goals and scope. Consider what improvements or changes are desired and how they align with the program.

2. Reach Out

Contact Megan Gordon, Redevelopment Coordinator, with a detailed description of the project. Feedback or guidance may be provided to support a thorough application.

3. Attend a Pre-Development Meeting (if applicable)

Depending on the nature of the project, attendance at a Pre-Development Meeting may be required. This meeting provides an opportunity to speak with other City departments involved in the permitting and approval process, helping identify potential challenges early and ensuring a more complete and thoughtful application.

4. Gather Quotes and Visual Materials

Obtain contractor quotes, designs, or renderings to help illustrate the project. These materials will help staff better understand the vision and evaluate the application.

5. Submit Application

Download and email the completed application with supporting materials to Megan Gordon, Redevelopment Coordinator.

What is the Deadline for Submitting an Application?

The deadline for submitting an application depends on the availability of funds. Applications will be accepted until the allocated funds for the program are exhausted, so it’s recommended to apply as early as possible to ensure consideration.

How Long Does the Process Take?

The application process can take anywhere from a few weeks to a few months, depending on the complexity of the project. Once a complete application is submitted, it will undergo an internal review by staff and legal teams, who will also prepare the necessary backup materials in preparation for presentation to City Council for consideration.

If the project is approved by City Council, work can commence immediately following approval.

Other Things to Consider

Financial Requirements: Applicants must provide a financial statement showing they have the available funds to cover the project, as grants are reimbursable and require payment prior to seeking City Council approval.

Project Requirements: All projects must be maintained in like-new condition for a minimum of 5 years.
