Exchange Zone


Safe exchanges begin here. The Safe Exchange Zone is your secure meeting space for legal transactions and custodial exchanges in Irving.

The Irving Police Department has established an Exchange Zone to provide a safe, designated meeting place for residents engaging in legal transactions or conducting child custodial exchanges. Located in the front parking lot of the Criminal Justice Center at 305 N. O’Connor Road, the Exchange Zone is clearly marked by a sign and two designated parking spaces and is under continuous video surveillance.


This program was developed to protect citizens by offering a controlled environment where face-to-face transactions can occur with enhanced security. Whether residents are completing an e-commerce transaction or arranging a custodial exchange, the Exchange Zone serves as a neutral, monitored location that minimizes the risks often associated with meeting strangers for business purposes.


Through the Exchange Zone, the City of Irving reinforces its commitment to public safety by ensuring that necessary community interactions are supported by both infrastructure and clear safety protocols.

Safety Guidelines

In addition to providing a secure setting, the program includes guidelines to help users exercise good judgment:


  1. When possible, arrange to meet in a public and busy place. Consider meeting at a police station, government building or a busy fast food restaurant.
  2. Avoid going to someone’s home or having someone come to your own if at all possible.
  3. Beware of scams. If something seems too good to be true, it’s probably a scam;
  4. For sellers: Be alert to someone using counterfeit money or stolen and forged checks. Inspect any cash you are given.
  5. For buyers: Be aware of someone trying to sell you stolen, broken or fake items. Thoroughly inspect items, make sure it works and watch out for dummy items.
  6. Save listings and contact information should you need to report a problem.
  7. Always report problems to Craigslist and social media sites, as well as any criminal activity to the police.
  8. Avoid carrying too much cash.


These precautions are in place to ensure that all lawful exchanges occur safely and transparently.
