Commercial Guidelines


Building permits are required to construct, demolish, add on to, or remodel commercial buildings. For most permit applications, plans showing the proposed changes are required and are reviewed by one or multiple city departments, as needed.


Throughout the construction process, use the City of Irving's online permit portal, MGO Connect (MGO), to submit and pay for permit applications, upload plans/documentation, and request inspections. Refer to our MGO Online Portal Tips for instructions on how to create an MGO account and use the platform.

The Online Permit Portal

To apply for a construction permit, complete the following steps online through the City of Irving's online portal, My Government Online (MGO).


Please refer to our MGO user guide for instructions on how to create an MGO account and use the platform.



Turnaround Time

Plans will be reviewed in six business days. If the permit cannot be issued, comments will be forwarded to the applicant through the MGO permit portal. Revisions will also be reviewed within six business days.



Special Inspections

Special Inspections may be required depending on the scope of work. Here are the Special Inspection forms:

  1. Program Details the Special Inspection requirements.
  2. Statement (due at time of permit submittal) Lists what is required and whether it will be continuous or periodic inspections.
  3. Approved Agency Report Details the third-party contractor that will be performing the inspection and their credentials.
  4. Final Report (due prior to final building inspection) Summarizes completed special inspections.
